Dr. Renee “Starlynn” Allen
Affectionately known as “The People’s Emcee of the DMV (DC, Maryland, Virginia).”

Born on October 18, 1961, at Jacobi Hospital in the Bronx, New York, Dr. Renee Allen was raised in Fairfield, Connecticut, as the eldest of three sisters. She was profoundly influenced by her father, Leith Douglas Aloysius Fraser, a veteran and entrepreneur, and her mother, Charlotte Lorraine Smith Fraser, who instilled in her the values of education, service, teamwork, and mutual respect.

At just 17 years old, Renee followed her family's proud military legacy and enlisted in the United States Navy. She went on to serve her country honorably for 22 years, taking part in key military operations including the Grenada Invasion and Desert Storm. Her service earned her numerous prestigious awards, including the Armed Forces Service Medal, the Presidential Unit Citation, and the Distinguished Service Medal.

After her decorated military career, Dr. Allen continued to serve. this time through advocacy, mentorship, and education. For over 33 years, she devoted herself to empowering young people, uplifting underserved communities, and inspiring future leaders. She traveled the world, most notably to Tonga, Ghana, where she adopted 10 children and supported education and development efforts in the village.

Her dedication and global perspective led to her selection as a speaker and panelist at the United Nations, where she presented her insights on global education access and community transformation. Her message, rooted in lived experience and unshakable conviction, resonated with audiences around the world.

In recognition of her nurturing spirit and lifelong devotion to children and families, she was named “Mother of the Year 2025,” an honor that reflected both her biological motherhood and the maternal love she extended to so many.

For decades, Dr. Allen was celebrated as “The People’s Emcee of the DMV”, a beloved host, speaker, and voice of the people. Her commanding presence, grace, and warmth made her a staple at major events throughout the region. She was the long-time host of the American Veterans Ball, an event honoring veterans and service members, and served for years as the distinguished host of The Afro Newspaper’s High Tea Gala, where she elevated each gathering with elegance and sincerity.

She also lent her voice and leadership to several organizations, including Sister 4 Sister Network and We Will Survive Cancer, advocating fiercely for women, veterans, and families facing health or economic challenges.

A gifted vocalist, Renee often performed alongside her dear friend Khaliah Ali, using her voice not only to entertain but to uplift hearts and empower communities.

Dr. Renee “Starlynn” Allen leaves behind an extraordinary legacy of service, love, and inspiration. She was a mother to many, offering love and guidance to countless young people, but her greatest pride and joy was her cherished son, Chase Allen, whom she adored above all., a bold advocate for justice and a brilliant light in every space she entered. Her impact transcends borders and generations.

She will be deeply missed, lovingly remembered, and forever honored.
